  Pacific Center on Health and Tobacco

The Pacific Center on Health and Tobacco (PCHT) is working to help states establish comprehensive, evidence-based statewide tobacco cessation programs. The PCHT has developed resources and tools for state manages and administrators of tobacco control programs, businesses, voluntary organizations, health care systems, state agencies, and others to help guide the development process.

The PCHT is a collaboration of five western states - Arizona, California, Hawaii, Oregon and Washington - drawn together to share resources and experiences in order to better develop capacity in each state to implement a comprehensive approach to tobacco cessation. The results of this three year collaboration are the tools and resources available on this website. It was the intention of the PCHT members not only to assist each other, but also to develop resources that could assist other states in their capacity development as well.

The PCHT has produced three reports and two implementation tools:

REPORTS

Comprehensive Statewide Tobacco Cessation:
Provides an overview and framework of the PCHT comprehensive approach to statewide tobacco cessation. Builds the case for a comprehensive approach by: 1) emphasizing the importance of best practices and partnerships; 2) outlining the capacity building steps; 3) providing links to other implementation resources.
 
Linking a Network: Integrating Quitlines with Health Care Systems:
Linking and promoting a network of services builds capacity to reach all tobacco users. This report describes the role of quitlines as a partner with health systems to deliver cessation services. In this role, quitlines can expand beyond providing direct services and take on a broader role as a centralized state resource for quitting information, partnering on cost-sharing approaches, and serving as a referral center linking callers with health plan and community programs. This report features case studies of six states to give a new picture of the role of quitlines in a statewide tobacco cessation program.
 
Build a Financial Infrastructure: Health Plan Benefits and Provider Reimbursement:
Provides a discussion and recommendations for benefits and reimbursement for health plans, health care purchasers, and health care providers. Includes sections on health plan benefits, clinician reimbursement, quality improvement, and implementation strategies for health plans and purchasers. It also includes case studies from PCHT member states.
