Improving access and use of Medicaid covered services is a necessary part of a successful statewide tobacco cessation effort to help more smokers quit. The purpose of the Medicaid Partnership Project is to help state tobacco control programs increase their knowledge and skills in order to work more effectively with Medicaid programs to increase access and use of benefits and services.

Case studies were gathered from six states (Oregon, Minnesota, Wisconsin, Oklahoma, Utah, and New York) to illustrate a variety of partnership approaches for working with their Medicaid programs.  These case studies along with overall findings, a summary for state tobacco control programs, and resources for information, outreach and promotion, are combined in the Medicaid Partnership Project Report. 

The most important overall finding of the report is that it is the quality and effectiveness of the partnership between the state tobacco control and Medicaid programs that determines how successfully Medicaid recipients access and use their benefits. An equally important finding is the importance of proactive leadership from tobacco control in the success of the partnership.
